Storm jobs, where a tree is already down or on a roof or line, do not follow the size ranges. The county gets three kinds of tree-dropping weather: summer thunderstorms rolling off the Blue Ridge with straight-line wind (the June 29, 2012 derecho is still the local yardstick), winter ice on wide poplar crowns and Leyland rows, and late-summer tropical remnants that soak the clay and then blow.
After any of those, every crew from Warrenton to Orange is booked for weeks. A routine removal becomes emergency-priced work, because a loaded tree is rigged differently and the risk is real.
So if a dead ash, leaning white pine or heavy poplar limb is already on your list, book it in fall or early spring at the size-based price. In town, move sooner on anything over a street or sidewalk: § 21-21 wants 8 feet of clearance, and a storm-broken limb hanging lower is a daily violation. Tree on the house? Call first; storm calls jump the line.

Before You Start
Permits are simple in Culpeper, VA: no town or county permit is needed to take down a tree on your own land, whatever its size or species. Street and alley trees are the exception; under § 21-12 only the town manager can approve cutting them. Under § 21-21, overhangs above a street or sidewalk, including the 3-foot private strip beside the walk, must clear 8 feet. Clearing picks up a permit at 10,000 square feet. Insurance deserves a call. Policies tend to help after a tree hits a covered structure, not before, so a pre-season removal is usually on you. Ask any crew for its certificate first. A cheap post-storm price from an out-of-town truck is no deal if nobody is covered.
Should You DIY?
A small redbud or volunteer cedar you can cut from the ground is a fair Saturday job. Anything taller, near a house, fence, drive or line, or already leaning, dead or damaged, is not. Dead ash is the local trap: it goes brittle within a couple of years, snaps under a climber, and can come apart when cut. A crew usually costs far less than a new roof, a downed service drop or an ER visit.
